Founded in 1889, we are believed to be the oldest continuously-operating animal welfare organization in the Commonwealth of Virginia. The City of Portsmouth, without a city-run animal shelter of its own, relies upon the Portsmouth Humane Society (PHS) to provide shelter, care, and adoption efforts.
